Mayor Ed Koch asked that question often of his constituents while in office, and, whether consciously or not, software engineers and managers ask that question often of their constituents and customers during the course of a project. Answering that question and making effective use of the answers is the primary goal and the primary benefit of a software metrics program. This talk outlines the genesis, launch, course, and results of a metrics program used in the development of a new product version at a telecommunications systems company. We discuss the difference between a full-fledged metrics program and merely collecting data, why we chose the former, and how we developed a metrics plan to ensure focused data collection and answers with minimal work impact on staff. We then describe how the metrics program was implemented, the key measurers collected, and their dissemination to key management and staff. We also cover the analyses of the data provided in the program, and the insights gained in real time during the course of the project. We conclude with a summary of the impact and benefits from the metrics program, in terms of product quality and timeliness. David Heimann is on the faculty of the Management Science and Information Systems Department in the College of Management of the University of Massachusetts at Boston. He brings with him considerable experience in the governmental and commercial sectors in software metrics, software process improvement, system and software reliability, database development, and operations research modeling. His fields of experience include transportation, computers, financial systems, and telecommunications. He received a B.S. degree in Mathematics from the City College of New York, an M.S. in Mathematics from Purdue University, and a Ph.D. in Computer Science from Purdue. He holds Certified Software Quality Engineer (CSQE) and Certified Reliability Engineer (CRE) status from the American Society for Quality, as well as a Certificate of Professional Achievement in WebMaster Technology from Northeastern University.
